Realms Revised

Again, a discussion came up on WW's Changeling forum about the absoluteness of Realms in Changeling. So, I've finally decided to post my suggested revisions here.

Knowing even one dot in a Realm gives a character access to all targets of all levels in that Realm (much like the Inanimae's Realms).

However, the difference between the target's Realm level and the level known by the character is added to the character's difficulty for the cantrip roll (unlike the Inanimae).

Example: Ivan the Impossible once was trying to stop a villainous sidhe from escaping his grasp. Ivan knows Primal 3, and has Fae 1 and Nature 1. He wanted to use Eldritch Prime to create a stone prison to trap the sidhe. By the current rules, he couldn't do so, since sidhe are affected at Fae 2. But, by my revision, since the sidhe is affected at Fae 2 and Ivan knows Fae 1, his difficulty to cast the cantrip is +1 (in addition to all other modifiers).
